Civil servant will no work better only by pay hike

It is normal and common perception that if salary is increased worker will perform more honestly and devotedly. That is why government is willing to consider raising the civil service pay scales to levels prevalent in the private sector.There is no limit to raising the pay package and there is similarly no guarantee that it will always result in the change in attitude of the worker as also change of heart from corrupt to honest, indifference to devoted and inefficient to effective workforce.There are several employees who are paid far less than civil servants whose salary need to be raised first or whose demand will revolutionise the system if salary of civil servants are raised .Three decades ago it used to be said that school teachers are paid very less and hence there is no teaching in government schools and colleges. Gradually salary were increased to a great extent in eighties and now their salary is more or less equal to civil servants (excluding perquisites)but their performance is quite dismal and schoool teachers are more indulged in their private tuition, own business or politics than in actual teaching to poor students enrolled in government owned schools ad colleges. That is why perhaps most of the middle class children are admitted to missionary /private schools.Similarly pay scales of government Babus were increased much through fifth pay commission but their performance is always condemned by the people of the country.In most of the offices workers perform only when they get some some money beyond their salary in the form of bribe,commission or kickback .Unfortunately if an honest employee works is discarded by the same guardians who now advocates that honesty and efficiency will be produced by raising the salary equivalent to private sector package.It is worthwhile to mention here that earning of a government servant by way of bribe is hundred times more than what they get through salary and hence any rise in their slaray package will hardly help in bringing about hoest and devotion in civil servants.
In banks three ecades ago it was said that bankers pay packages is the best and bank employees were said to be high wage islanders.Their performance on the contrary was said to be inferior and disproportionate to their pay package .Now in 21st century salary structure of bankers is far less than many other organisaions of the private or public sectors.But performance of bankers has seen a sea change during last one decade. There is preactically no union activity ,performance is said to be far better than what it used to be in seventies eighties and even nineties.corruption is also negligible in banks in comparision to what is prevalent in other state or central government offices. They work 8.00 am to 10 or 12 p.m. and their pay package is worst when compared to private banks.And if government intervantion is minimised,vote-bank oriented policies are stopped I think banks will excel in all parameters.Administration in banks is far better than many civil servants who are said to be God so far as common mass is concerned.Common poeople can approach banks easily and assert his demand in laud voice but he cannot dare to do the same thing in the office of state goverment or central government . Even a Chaprasi in such government offices can rebuke common man if he is not paid bribe.
That is why I always say that there should be honourable pay package in all offices so that the worker can afford lead a honourable life standard needed for his post and status as also his education.But there is no direct relation of honesty and efficiency with salary structure. Attitudinal change requires proper respect of honest and devoted workers.Timely recognition of the talent,honest ,devotion to duty and timely promotion of such employees to higher level will only create an atmosphere which will be conducive for growth of honesty in the system.On the other hand Promotion and posting based on the the money one worker gives to his boss inculcate practice of unhealthy and corrupt habits in common workers.Politicians and political workers of our country who are the most uneducated ,unskilled and corrupt person on the earth add fuel to fire and it is they who are squarely responsible in moral erosion of the workers.Therefore as long political class as a whole do not change their attitude we cannot dream of an administration which is free from corruption. We cannot visualise transformation of dishoest and non-serious workers to honest and devoted worker by increase in their salary.Most of the civil servants never use his salary. Ninety percent of civil servants have accumulated wealth which they can afford in thousands years of their service. Similary politicians have huge wealth who is paid almost no salary.There is phenonmenal increas in pay and perquisites of MP's MLA's but there is no change in their character, their attitude and their anti-social activities. I expected a lot from Mr. Manmohan Singh as also from Mr. Atal Bihari Vajpayee but they too failed in their mission due to the rotten system and greedy leaders of the country. After all who will bell the cat?Political leaders blame the civil servants and civil servants blame political class for sharp increase in corruption and lack of efficiency and devotion in government departments .
